Il corso approfondisce questioni, metodi e strumenti della pianificazione paesaggistica con riferimento al quadro internazionale ed italiano (riferimenti legislativi, sperimentazioni ed esperienze). Il corso intende fornire agli studenti:
1, una conoscenza critica del quadro internazionale dei documenti di indirizzo strategico e normativo, delle politiche e delle sperimentazioni metodologiche e concettuali per l’azione sul paesaggio (dalla Convenzione Europea del Paesaggio alla sua attuazione);
2, l'analisi dello stato della pianificazione paesaggistica italiana in rapporto al governo del territorio alle diverse scale (piani approvati e strumenti di accompagnamento dell’azione progettuale);
3, lo studio nel contesto europeo dei Paesaggi Protetti – categoria V (IUCN) – e del rapporto tra pianificazione paesaggistica e pianificazione delle aree naturali protette;
4, studio delle politiche territoriali, ambientali, rurali in rapporto al paesaggio;
5, valutazione del paesaggio (VAS, VIA, VINCA, paesaggio e servizi ecosistemici);
6, esperienze e strumenti che concorrono alla progettazione del paesaggio alla scala locale (dai piani locali storici alle sperimentazioni recenti).
L'insegnamento mira a sviluppare una sensibilità critica verso i processi che orientano la trasformazione del paesaggio e, attraverso l’esercitazione, si approfondirà lo studio di un piano paesaggistico post Codice.
The course explores issues, methods and tools for landscape planning with reference to the international and Italian legislative framework and experiences. The course aims to provide students:
1, a critical knowledge about the international framework of strategic and regulatory documents, and policies and methodological experiments for landscape action (from the European Landscape Convention to its implementation);
2, the analysis of the state of Italian landscape planning in relation to the spatial planning at the various territorial scales (approved landscape plans and design tools);
3, the study in the European context of Protected Landscapes - category V (IUCN) - and the relationship between landscape planning and natural protected areas planning;
4, study of territorial, environmental and rural policies in relation to the landscape;
5, landscape assessment (SEA, EIA, landscape and ecosystem services);
6, experiences and tools aimed at contributing to landscape design on a local scale (from historical local plans to recent experiments).
The course aims to develop a critical sensitivity towards the processes that guide the transformation of the landscape; through a group exercise, the student will analyse an approved landscape plan.
Il corso intende fornire agli studenti:
1, gli strumenti concettuali alla base dell'azione sul paesaggio, a livello internazionale e nazionale;
2, gli strumenti operativi per interagire con le attività di governo del territorio che concorrono alla progettazione del paesaggio (legislazione, strumenti di pianificazione).
L'insegnamento mira a sviluppare una sensibilità verso i processi che orientano la trasformazione e il progetto del paesaggio a diverse scale. Le competenze riguardano: pianificazione paesaggistica, tutela del paesaggio e conservazione della natura, il paesaggio e la valutazione ambientale, la pianificazione urbanistica, la pianificazione e gestione del verde urbano.
The course aims to provide students:
1, the conceptual tools aimed at the action on the landscape, both internationally and nationally;
2, the operational tools for interacting with the spatial planning activities for landscape design (legislation, planning and design tools).
The teaching aims to develop a sensitivity towards processes that guide the transformation and the design of the landscape at different territorial scales. The skills concern: landscape planning, landscape protection, landscape and environmental assessment, urban planning, urban green regulations and management.
Conoscenza dei metodi di analisi territoriale, ambientale e paesaggistica. Conoscenza delle tecniche di analisi e rappresentazione del paesaggio.
Knowledge of territorial, environmental and landscape analysis methods. Knowledge of territorial analysis and representation techniques (through GIS).
Il programma affronta le seguenti questioni:
- Il paesaggio nelle politiche pubbliche (con riferimento alla Convenzione Europea del Paesaggio e ad altri documenti, programmi e trattati internazionali);
- La tutela del paesaggio e della natura (riferimenti internazionali su origine e approcci alle aree protette, quadro istituzionale, pianificazione);
- Paesaggio e governo del territorio (soggetti, livelli, competenze). I piani paesaggistici (modelli, esperienze italiane nella storia, trasformazioni recenti della pianificazione per il paesaggio con riferimento al Codice dei Beni Culturali e del Paesaggio).
- Strumenti e metodi per il progetto del paesaggio (dalla scala vasta a quella locale); richiami a concetti ed esperienze relative a reti verdi e blu, standard urbanistici, piani e regolamenti del verde;
- PSR e paesaggio;
- Biodiversità e servizi ecosistemici culturali;
- La valutazione ambientale (VAS, VIA, VINCA);
- la compatibilità degli interventi sui beni paesaggistici.
The program addresses the following issues:
- The landscape in public policies (with reference to the European Landscape Convention and other international documents and treaties);
- The protection of landscape and of nature (international origin and approaches to protected areas, institutional framework, planning tools);
- Landscape and spatial planning (subjects, levels, competences). The landscape planning (models, Italian experiences in history, recent transformations of landscape planning with reference to the Cultural Heritage and Landscape Code).
- Tools and methods for landscape design (from vast to local scale); references to concepts and experiences related to green and blue networks, urban planning standards, green plans and regulations;
- RDP and landscape;
- Biodiversity and cultural ecosystem services;
- The environmental assessment (“VAS, VIA, VINCA”); the compatibility of interventions on landscape assets.
L'attività in aula alterna lezioni su questioni, metodi e strumenti per l'azione nel paesaggio ad un'attività esercitativa in gruppi volta a leggere l'apparato conoscitivo e d'azione dei piani paesaggistici post Codice approvati. Sono previste verifiche intermedie di sviluppo di discussione dell'esercitazione di gruppo.
The course activity integrates lessons on issues, methods and tools for action in the landscape with an exercise in groups aimed at experimenting approaches for the construction of the cognitive framework of landscape planning starting from an approved landscape plan.

Evaluation of the interim works that students have prepared during the course, and interaction with the professor while working and in debating the topics of the lessons, will constitute the basis for evaluating the student’s preparation in itinere and towards the final exam.
A specific outcome is expected at the end of each phase of the process. Each team shows its elaboration by written and oral presentation, facing a collective discussion about its proposal, and feedback from the teachers. The exam will consist in a discussion on exercises and on the final essay in which a correct reference to themes of the lessons would be needed. The teachers’ team will express a collective final evaluation during the final examination. Final results, but also frequency, commitment, team working, communication skills may contribute to the final evaluation.
The exam on the part of mathematics consists in presenting a report containing the funamental aspects of the models that have been used and the results concerning the study cases examined.
In addition to the message sent by the online system, students with disabilities or Specific Learning Disorders (SLD) are invited to directly inform the professor in charge of the course about the special arrangements for the exam that have been agreed with the Special Needs Unit. The professor has to be informed at least one week before the beginning of the examination session in order to provide students with the most suitable arrangements for each specific type of exam.
