PERIOD: MARCH A vast body of literature emphasizes that innovation is a key requirement for enhancing urban competitiveness against the backdrop of economic globalization and rapid technological change. The course addresses the issue of urban innovation understood as a policy decision. This implies dealing not only with the institutional dimensions of local governance but also with the strategies that the promoters of innovation can employ in order to maximize the chance of successfully implementing urban transformation. The latter constitutes a complex process where different actors (political executives, bureaucracies, experts, social and economic groups, media) operating at different levels (international, national, regional, local) mobilize and exchange resources in the attempt to influence the outcome of the policy decision (i.e. the distribution of costs and benefits across the actors affected by the decision). Hence, the core aim of the course is to provide students with the strategic knowledge needed to steer innovation amidst the complexity of decision processes. To this end, the course presents a framework to disentangle the complexity of urban innovation into a set of explanatory factors. It first delineates the context factors that constrain/empower the promoters of innovation. It then outlines the design factors that can be moulded by the promoters to overcome conflict and/or increase the engagement of potentially interested actors. Finally, it applies the framework to specific cases of urban innovation with a view to identify the causal mechanisms activated by the interaction of context and design factors.

Exam:
In addition to the message sent by the online system, students with disabilities or Specific Learning Disorders (SLD) are invited to directly inform the professor in charge of the course about the special arrangements for the exam that have been agreed with the Special Needs Unit. The professor has to be informed at least one week before the beginning of the examination session in order to provide students with the most suitable arrangements for each specific type of exam.
