Subject fundamentals
The course is aimed at acquiring a thorough knowledge of the framework of the powers, functions and procedures of the institutions of territorial government and their planning activities, both on the type, nature and content of urban planning and territorial legislation and references to legislation and regulations. Particular attention is devoted to the reform and innovation of the basic principles, procedures and instruments of spatial planning, concerted practices, negotiating and planning equalization.

Ability to:
- The knowledge and understanding of the framework in place and become the powers, functions and procedures of the institutions of territorial government and their planning; - The knowledge and understanding of the nature and content of regulatory planning instruments, development of operational and legislative and regulatory references. |

Prerequisites / Assumed knowledge
Basic knowledge of the Italian system of planning and state and regional planning legislation and some elements of administrative law and urban, acquired in a three-year degree in planning.

Contents
The course is structured around the following themes:
Objects, powers, instruments of spatial planning and the city (4 credits) • The Italian institutional system and the new constitutional framework • National legislation on urban development and its reform by a law of fundamental principles • The system and instruments of spatial planning, urban planning and landscape in Italy • From land use regulation to the territorial government and the contribution of new regional planning laws • The Law of the urban Piedmont and its reform. • Development of models of planning: the traditional hierarchic model (the "public powers" of the public) and the innovative model of co-planning (for subsidiarity and cooperation between levels of government). • Planning supra-local and sectoral planning • Procedures and mechanisms of coordination between planning levels • The strategic environmental assessment in the planning process The Master Plan and its general municipal innovation (2 credits) • Evolution of the nature and contents of the Prg • From PRG Structure Plan, the Operational Plan and Regulations urban • The regulatory profile of traditional PRG and its implementation • The procedure of formation and change in Piedmont Prg • A case study: implementing rules of a recent Prg an average city of Piedmont |

Assessment and grading criteria
Oral examination on the topics developed during the course. The questions will focus on at least one of the points listed in the program chosen by the student. The final mark will be based on the assessment of the knowledge of three questions proposed by the teacher.
