Il conseguimento degli obiettivi di accettabilità sociale, “Social Licence to Operate” (SLO), rappresenta uno degli obiettivi primari della Commissione Europea relativamente all’approvvigionamento delle materie prime, alla loro lavorazione, anche al fine del conseguimento degli obiettivi dell’economia circolare. Le attività industriali e le infrastrutture a rilevante impatto necessitano il consenso sociale da parte delle comunità locali. La valutazione e le modalità per raggiungere tale consenso nel particolare contesto industriale è strettamente correlata all’analisi dei vantaggi che l’opera comporta a livello tecnico-ingegneristico; obiettivo principale del corso è analizzare il corretto approccio per l’ottenimento del consenso sociale in relazione a diversi contesti di attività industriali e di infrastrutture.
The objectives achievement of social acceptance, "Social License to Operate" (SLO), represents one of the primary objectives of the European Commission in relation to the raw materials supply, their processing and more generally also for the achievement of circular economy objectives. Industrial activities and infrastructures with a relevant impact require the social consent of local communities. The evaluation and the ways to reach this consensus in the particular industrial context, passes from the analysis of the advantages that the work envolves at a technical-engineering level with the main goal to analyse the proper methodology to achieve the SLO.

Esempi di conseguimento del consenso sociale: certificati di consenso nei confronti di attività estrattive e petrolifere delle British Columbia.
Analisi di casi studio di progetti e processi produttivi che spesso raccolgono riscontri negativi dalla comunità esaminando le esternalità positive e negative per la comunità circostante in termini di benefici alla produzione, riduzione di impatti ambientali e generazione di impatti nelle diverse matrici acqua, aria, suolo.
Si esamineranno in particolare sia dal punto di vista tecnico che sociale :
- attività industriale a forti sorgenti emissive in prossimità di ambiente urbano
- impianto di compostaggio
- discarica di rifiuti non altrimenti valorizzabili
Per i casi illustrati dal punto di vista tecnico-ingegneristico, si analizzeranno i motivi ostativi ad un consenso collettivo e sulle migliori modalità relazionali e di comunicazione per ottenere l’accettabilità sociale.
Analisi delle categorie riferite alle principali aree di impatto sociale:
- economia, reddito e sicurezza;
- lavoro e istruzione;
- uso del suolo e aspetti territoriali;
- demografia;
- ambiente, Salute e Sicurezza;
- diritti umani.

Analysis of case studies of projects and production processes that i often collect negative feedback from the community by examining the positive and negative externalities for the surrounding community in terms of benefits to production, reduction of environmental impacts and generation of different impacts in water, air matrices, soil.
In particular, we will examine under both the technical and social point of view:
- industrial activity with strong emission sources in the urban environment
- waste landfill plant that cannot otherwise be used
For the cases illustrated from the technical-engineering point of view, the reasons for impeding a collective consensus and the best interpersonal and communication methods to achieve social acceptability will be analyzed.
Analysis of the categories referred to the main areas of social impact:
- economy, income and security;
- work and education;
- land use and territorial aspects;
- demography;
- environment, health and safety;
- human rights.
