This PhD course is designed to provide PhD students with a deep understanding of the intersection between scientific research and policy-making, with a particular focus on energy policies at the European level and their implications on national policies. The course will equip participants with the knowledge about EU institutions organization and operation that is needed to effectively engage with policy frameworks, contribute with their research to evidence-based decision-making, and understand the current and future perspectives of economic and institutional contexts of energy policies. As final presentation for the course, participant studentswill be asked to analyze one EU policy in an energy-related field of their interest considering the knowledge acquired by the course, with particular attention to the policy development process and the involved technical bodies and political institution.

Guests lecture: Giovanni De Santi holds a PhD in Fluid Dynamics from the Technical University of Munich (Germany) and a degree in Mechanical and Nuclear Engineering from the University of Pisa (Italy). Since 1985, he has worked with the European Commission at the Joint Research Center (JRC). He became Director of the Institute for Energy in 2007, later transitioning to the Institute for Energy and Transport in Petten (Netherlands). In 2017, he was appointed Director of the “Sustainable Resources” Directorate in Ispra (Italy), contributing scientific support to numerous EU policies in agriculture, sustainable development, environment, climate change, fisheries, bio-economy, industry, and trade. As independent consultant and advisor to several policy-related initiatives, he is now teaching sustainability and circular economy at University of Pisa and is Director of the Strategic Planning and Foresight office at Politecnico di Torino as main advisor to the Rector. Jean-Michel Glachant is part-time Professor at Florence School of Regulation of the European University Institute and President-elect of the International Association for Energy Economics (IAEE) for 2022. He earned his Ph.D. in Economics at La Sorbonne in France and previously worked in the industry and private sector before becoming a professor at La Sorbonne. Glachant has served as an advisor to several European Commission Directorates, including DG TREN, DG COMP, and DG Research, as well as the French Energy Regulatory Commission (CRE). He has coordinated and advised numerous European research projects and is the founding editor-in-chief of 'Economics of Energy and Environmental Policy' (an IAEE journal), while also serving on the Board of Editors of the ‘Energy Journal’ since 2012 and as co-chair of the PoliTo’s High-Level Group advisor body.
