The DIRITTO ED ECONOMIA NEI LAVORI PUBBLICI course is for students at the third year of the Engineering
degree. The aim of the course is to support a strong knowledge in project planning, project developing and problems
solving for public contracts, as well as for services and supplies.
Please note that the meaning of the following words is:
Public Works: new construction, demolition, maintenance in local and linear works;
Supplies for public works: activities related to the purchase, the lease with or without the option to buy the
Services in public works: activities related to service quality (maintenance and repair, air-land transport,
engineering and architecture, etc.)
The main aim of the course is to provide the basic background for professional figures, inserted in the staff of public
structures, engineering companies or companies with ability to plan, direct, and control either public works services or
The course is also indicated for professional figures as project manager or contractor.
Expected learning outcomes
At the end of the course students will acquire the methodology to perform the following professional duties:
Preliminary planning and design of the study for public works in the fields of hydraulic engineering, urban
construction, engineering of transport infrastructure, geotechnical construction, cultural and environmental
Final design and accomplishment of public works in the fields of hydraulic engineering, urban construction,
plant transport infrastructure, geotechnical construction, cultural and environmental heritage;
Project Analysis (financial plan);
Selection in the assignment of public works (contracts, integrated procurement, economics, concession, general
contractor) as well as of contractors (open, restricted, negotiated) for public works;
Supervision of the project;
Supervision of the quality production and supplies control.
Prerequisites / Assumed knowledge
There are not any specific prerequisites required.
The course addresses the basis for project planning, project developing and problems solving for public contracts, as
well as for services and supplies.
The course is divided into two sections: 1) general rules and regulations for public works execution; 2) the contractor
negotiations and contract submission.
In the section covering general rules and regulations for public works execution students will be trained on the
Regulatory rules and guidelines for contract development:
existing rules and regulation for public works (code of public contracts, services and supplies in the Directives
2004/17/EC and 2004/18/EC) and guidelines for the development of the contract;
Definitions, classification, methods of construction of Public Works
Public work, the work of public utilities, public works, supplies, services.
Classification of hydraulic public work construction, urban construction, engineering, transport infrastructure,
geotechnical construction, cultural and environmental impact, strategic infrastructure and facilities production;
Systems of public works (contracts, integrated procurement, economics, concession, general contractor).
The financial aspects.
Control and programming.
Figures involved in the supervision and control.
Planning of public works and three-year plans.
Projects, plans and contracts for the design
Preliminary project, feasibility and drafting of the study.
Final design and preparation of the final contract document.
Executive design and presentation of the final document..
Safety, security plan, the quality plan.
Maintenance and maintenance plan.
Subjects of the contract for Public Works and quality system.
Subjects of the contract and their qualifications.
The section on contractor negotiations and contract submission is structured to train students on the essential elements
on the following topics:
Preliminary negotiations of the contract.
Public notice of work.
Preliminary contract negotiation.
Financial planning of the contract.
Options chosen by the contractor
Training and conclusion of the contract.
Terms of time of the conclusion.
Content of the contract.
The exercises are developed in the classroom by the students using a text book as well as class-notes and handouts. The
exercises will be reviewed during classes and the class exercises will start after a period of training.

The teacher provides the students a copy of the following documents: handouts on key topics of the course (slides),
laws, rules, regulations, copies of all cards projected.

Assessment and grading criteria
The examination process consists in a written exam of 2 hours. Students need a regulary score sheet to attend the exam.
The exam is composed of two parts that are equally evalued:
the first part consists of numerical exercises similar to those developed during the annual class exercises;
the second part asks questions of general knowledge or specific topics covered in the course.
The use of notes and handout are prohibited during the exam.
The test scores will be released within a week from the date of the written test.
