Subject fundamentals
In a rapid urbanising world, territories are experiencing profound changes, which threaten the environment and are expressed in landscape transformations. Due to the scale of these phenomena, regional and landscape planning are essential tools in the search for new models of sustainable development and territorial resilience.
This course develops spatial planning skills according to a landscape approach, sensitive to ecological knowledge as well as to cultural heritage awareness. The students will holistically apply the lessons learnt in their previous carrier, in the parallel courses and in the present class, in a workshop like experience, in a collaborative work and in a synergy between disciplines, developing attitudes to problem-solving and future scenario envisioning.

The activities will focus on a study area at sub-regional scale, not far from Torino, where field visits and meetings with local stakeholders will be organized. These opportunities are intended as further methodological insights into the planning practice.

Extra-contributions will be proposed for the academic year 2017/18, thanks to international collaborations with other universities (Tokyo, Chicago DePaul, Lyon2). Joint activites and lectures and will deal with urban-rural interfaces, brownfield regeneration and land revitalization, and urban verticalization.
Expected learning outcomes
The students will acquire competences in:
- interpreting and formulating analysis and proposals for regional schemes and landscape plans, taking into account the interactions among several sectoral policies and plans;
- interpreting and formulating environmental assessment frameworks for spatial plans;
- implementing regional policies and planning measures at local scale; formulating local plans sensitive to ecological and heritage issues;
- envisioning planning strategies and interventions aware of the implementation and management processes in the environmental and social context.
This course offers some keys for comprehend and further explore some relevant concepts which are shifting from the research ground into practical application: ecosystem services, soil sealing, ecological networks and green infrastructures.

The proposed activities mobilize a range of theoretical and practical skills: spatial analysis, evaluation techniques, collaborative planning and decision making, envisioning, along with representation and communication skills. Building an interpretative framework from a range of discipline’s analysis, and taking into account social perceptions; identifying problems and opportunities in a given territory; providing spatial planning solutions and communicating to both experts and not expert audiences.
Specific skills: landscape assessment, rural landscape ecology, environmental assessment, landscape planning, regional planning, land use planning.
Prerequisites / Assumed knowledge
The student is expected to have a background on: territorial governance and the institutional framework of spatial planning at various administrative levels; land uses; analysis and representation of spatial phenomena; GIS-based spatial analysis; statistics. It is assumed that the main contents of the courses held in the previous terms had been learnt.
Regional and landscape planning.
Providing lectures, applied examples and field study visits, the course will deal with: (A) landscape policies in Europe (European Landscape Convention, Italian Code of Cultural Heritage and Landscape); social perception and participation; nature, landscape and cultural heritage preservation (IUCN, UNESCO, Italian legislation and procedures;); landscape planning; parks’ planning; (B) ecosystem services; rural development policies and multifunctional agriculture; ecological networks, blue and green infrastructures; landscape scenery assessment and management; (C) soil sealing; brownfield regeneration. The instructions are intended to feed the workshop process, more than constituting a close list of contents; as a consequence, a systematic verification is not foreseen. Nevertheless, the module (A) form the baseline of concepts and practices which must to be carefully studied and applied.
Lectures and fieldtrips take one third of the hours, the rest is for supervision and tutoring the workshop activities.

Environmental assessment.
structuring the decision problem (SWOT analysis, stakeholders’ mapping); economic assessment of environmental and landscape assets (Total Economic Value, preference-based methods, monetary and not monetary approaches, economic indexes and indicators); procedures to perform sustainability assessment for projects, plans and programmes (EIA Environmental Impact Assessment, SEA Strategic Environmental Assessment) and applied exercises in the field of regional and landscape planning. Half of the module is devoted to supervising the exercise of environmental assessment.

Rural Landscape Ecology.
Landscape ecology (theory, 8 hours). Landmosaics, environmental assets and their correct consideration in the landscape planning practice (methods and tools, workshop 16 hours). Supervision of students’ workshop activities (16 hours)
Delivery modes
The course consists in a workshop like experience, in a collaborative work and in a synergy between disciplines, on a case study. The study area, at sub-regional scale, will be the ground for applying the concepts and methodologies proposed by the instructors, ranging from analysis, assessment, and planning, including field studies and participatory methods. In fact, field visits and meetings with local stakeholders will be organized in the area, intending these opportunities as further methodological insights into the planning practice.
Besides some exercises particularly focused on the apprentice of the methods of specific disciplines, the most part of the activities will be developed crossing the disciplines that contribute to the Course, in a joint effort to come to a shared result for the given case study. To this extent, the teachers’ team will work in close contact. Moreover, a detailed summary of the expected outcomes, will be provided at the beginning of the course.
The exercise is carried on by teams of around three students. Collaboration among teams is encouraged, as well as knowledge sharing. To this extent, a collaborative platform will be set up.

References on specific subjects will be presented during the lessons, also depending on the project’s focuses.
Moreover, electronic resources on legislative and administrative texts will be indicated.
Assessment and grading criteria
Evaluation of the interim works that students have prepared during the course, and interaction with the professor while working and in debating the topics of the lessons, will constitute the basis for evaluating the student’s preparation in itinere and towards the final exam.
A specific outcome is expected at the end of each phase of the process (3 stages: knowledge framework, strategic framework, proposal and assessment framework). Each students’ team shows its elaboration by written and oral presentation, facing a collective discussion about its proposal, and receiving feedback from the teachers. These feedbacks, eventually expressed in marks, do not contribute to the final mark, but are meant to assist the students in reframing their efforts, whereas needed.
The exam will consist in the oral presentation of the final essay, in which a correct reference to themes of the lessons will be displayed. More in detail, a slideshow, a dossier (including texts, cartographies and other graphics) and a poster are required. The Dossier will include a synthesis of the entire workshop (Knowledge framework; strategic framework; planning proposals; assessment; references), devoting specific sections to the deliveries of the two thematic modules (in particular, analysis of the land mosaic, proposals for enhancing the ecological connectivity, assessment framework to perform the sustainability of the proposal).
The three modules concur to the final graduation according to their relative weight in credits. The teachers’ team will express a collective final evaluation during the final examination. The final outcomes, but also frequency, commitment, team working, communication skills may contribute to the final evaluation.

For foreign students: Tutoring, essays and works to be done during the lessons will be done in English for foreign students. Lessons will be in Italian, making use of slides in English, but specific tutoring and explanations will be given in English. Moreover, the final essay may be edited in English.
