Subject fundamentals
The professional engineer education is characterized by a safety culture laying at the very heart of the engineers basic training: it would obviously be simply unconceivable a project –a typical engineers task- disregarding the safety principia both during the realization phases and in terms of characteristics of the final result, the final result maintenance operations included.
This requires a training devoted to an effective approach to the safety aspects, a quite wide field, including, as a pivotal topic, the design and introduction of measures suitable to grant both the safety and health of workers at work at the production sites and of the users and maintenance crews, and the minimization of the impact on the areas surrounding the production activities.
According to this approach, the course is organized to provide the students in engineering with the necessary knowledge to deal -in a comprehensive and rigorous approach (the risk is a number, not an adjective!)- with the problems of both a throughout Hazard Identification, and of the identified Risks Assessment and Management.
The possibilities of an effective fault occurrence minimization based on a probabilistic approach will be discussed, and special Risk Management techniques explained and discussed, and practical examples provided; special attention will be devoted to the situations where the probabilistic approach can be simplified in coherence with the statements of the 5196/94 (GAH) document edited by the European Economic Community, with reference to the European Regulations and to their Italian enforcement.
The occupational accidents –a very important source of information upon which the Prevention can be based- will be considered, and both the National and foreign Agencies statistical approaches, and special investigation techniques suitable to carry out in deep investigations on special events, treated.
The Industrial Hygiene topics will be discussed starting from basic elements of toxicology; The concepts and techniques of quantification of the concentration/level of pollutants at workplaces will then be analyzed for some chemical, physical, biological and carcinogenic pollutants of possible presence at a number of common workplaces, together with the principia of technical control, workers exposure reduction and emission/immission management.
In a subpart of the course failures as causes of deviation from the design conditions are discussed, and the concepts of availability and reliability, and the basics of technical design and maintenance of systems and machinery are introduced.
Consistent with the up to date approach to the analysis of the safety systems, the modern quality approaches and quality standards will be adopted as a primary reference.
The course topics will be dealt with by means of frontal lessons, where the Occupational Safety and Health principia are introduced, and of examples drawn from real cases. The students will develop short thesis as team works, and assisted in some Problem Based Learning exercises
In the second part (6 CFU) the concepts described in the first part are applied with specific reference to the three different types of construction activities, respectively the tunnel driving operations, the linear (roads, bridges,...) and the building construction sites: among these situations the discussion focuses primarily on the first one (4 CFU).
The topics and their distribution in terms of both time and discussion of basic aspects and practical developments are in line with the requirements of Annex XIV of the Legislative Decree 81/08 and subsequent amendments.
Expected learning outcomes
After completing this course the student will be able to carry out a simple Occupational Risk Assessment and Management, in coherence with the Prevention through Design and System Quality approaches, and obviously in compliance with the up to date Safety and Health Regulations and Standards.
With specific reference to the Dublin descriptors:
- Knowledge and understanding: the issues associated with the Hazard Identification, and the concepts of Assessment and Management of Occupational Risks in the workplaces,
- Ability to apply knowledge and understanding: to the problems of Hazard Identification using formalized techniques,
- Judgement: problems of Risk Assessment in terms of Worst Credible Case,
- Communication skills: basic organization and development, on practical examples, of the activities of Information and Education -the Training phase is obviously not included in this context- strictly on the basis of the Residual Risk Assessment,
- Ability to learn: to be proved through analysis of themes discussed in class (e.g. critical analysis of real work related accident scenarios).
At the end of the course the student will be able to perform professional duties of:
- Coordinator for Safety and Health matters at the project preparation stage' of public and private construction activities;
- Coordinator for Safety and Health matters at the project execution stage' of public and private construction activities;
- Designer of the Contractor Operational Safety Plan for public and private construction activities;
- Supervision of operations at construction sites;
- Technical management at construction sites.

Passing the exam is official requirement to act as Coordinator for both the Safety and Health matters at the Project Preparation Stage' and at the Project Execution Stage' as defined by Legislative Decree 09/04/2008 n. 81 and subsequent amendments and additions [ref. to the May 2014 release], art. 98
Prerequisites / Assumed knowledge
Basic knowledge of chemistry, physics and mechanics.
Contents
The topics and their distribution both in terms of time and in terms of the relationship between aspects of the principle and the development of type application are set in a manner consistent with the provisions in art. 98 Legislative Decree No. 81 of 04/09/08 and subsequent amendments and additions (Professional requirements of the Coordinator for Safety and Health at the Project Preparation Stage and at the Project Execution Stage , c.2: The person referred to in c.1 (graduate classes defined) must have a certificate of attendance, with the final exam, a specific course on safety ... and c.3: All content, mode and duration of the courses referred to in subsection 2 must meet at least the requirements set out in ANNEX XIV (MINIMUM CONTENT OF THE TRAINING COURSE FOR COORDINATOR FOR SAFETY AND HEALTH AT THE PROJECT PREPARATION STAGE AND AT THE PROJECT EXECUTION STAGE).
Therefore the course is organized according to the topics as follows:

PART 1 (6 CFU)

Regulations module for 21 h on a total of 28 h required by Annex XIV of D.Lgs 81/08 rel. May 2014
 The basic legislation on occupational safety and health at work; contract law rules regarding aspects of occupational safety and health; legislation on insurance against accidents at work and occupational diseases ;
 The European standards and their valence; the standards of good practice; Directives of the product;
 The Consolidated Law on health and safety in the workplace , with particular reference to Title I. The subjects of the System of Prevention Works: the duties, obligations, civil and criminal responsibility.
 Methodologies for the identification, analysis and assessment of risks;
 The penalty rules and inspection procedures.

Technical module for 29 h on a total of 52 h required by Annex XIV of D.Lgs 81/08 rel. May 2014
 Occupational diseases and first rescue
 The electrical risk and protection against lightning
 The risks associated with the use of machinery and work equipment with particular reference to lifting and transport
 Chemical risks in construction
 Physical hazards : noise, vibration, microclimate, lighting
 The risks to the remediation of asbestos
 Biological risks
 The risks from manual handling of loads
 The risks of fire and explosion
 The personal protective equipment and safety signs

Methodological / organizational module for 4 h on a total of 16 h required by Annex XIV of D.Lgs 81/08 rel. May 2014
 The methodological criteria for:
a) the development of the safety and coordination plan and the integration with the operational plans of safety and the technical file;
b) the development of operational safety plan;
c) the preparation of the technical file;
e) the estimated costs of safety.
 Theories and techniques of communication, oriented to problem-solving and cooperation; theories of group management and leadership

PRACTICAL PART for 6 h on a total of 24 h required by Annex XIV of D.Lgs 81/08 rel. May 2014
 Examples of Safety and Coordination Plan: presentation of designs, discussion on risk analysis work-related, organization of construction site, processing and their interference.

PART 2 (6 CFU)

Regulations module for 7 h on a total of 28 h required by Annex XIV of D.Lgs 81/08 rel. May 2014
 The specific legislation on health and safety at temporary or mobile construction and working at heights. Title IV of the Consolidated Law on health and safety in the workplace;
 The figures involved in the realization of the work: the duties, obligations, civil and criminal responsibility;
 The "Legge Quadro" on public works and the main implementing decrees;

Technical module for 23 h on a total of 52 h required by Annex XIV of D.Lgs 81/08 rel. May 2014
 Risk of falling from heights . Scaffolding and temporary works
 The organization on safety of the construction site. The schedule of works
 The obligatory documentation required by clients, contractors, safety coordinators
 The risk in the excavations, demolitions, in underground works and tunnelling
 The risks for assembly and disassembly of prefabricated elements

Methodological / organizational module for 12 h on a total of 16 h required by Annex XIV of D.Lgs 81/08 rel. May 2014
 The minimum contents of the plan of coordination and safety and of the replacement safety plan and of operational safety plan.
 The methodological criteria for:
d) the development of Pi.M.U.S. (Plan of Installation, Use, Removal of Scaffolding);
 The relationship with the client, designers, construction management, representatives of workers for safety

PRACTICAL PART for 18 h on a total of 24 h required by Annex XIV of D.Lgs 81/08 rel. May 2014
 Preparation of Safety Plans and Coordination, with particular reference to the risks work-related, organization of construction site, processing and their interference. Team work
 Examples of Operational Safety Plans and Safety Plans Replacement
 Examples and preparations of the technical file based on the same cases of the Safety and Coordination Plan
 Simulation on the role of Safety Coordinator at execution stage
Delivery modes
FIRST PART: Exercises concerning analysis of cases and the development of " papers "; laboratories allow the direct viewer of apparatus for measurement and detection of safety-related parameters. For each tutorial and laboratories is required, in the final exam a written report for each team.
Depending on the year are planned off-site exercises some laboratories, units' manufacturing and construction site

SECOND PART( on 2 teams for 24 h ): Development and in deep analysis of a specific topic to be included in a Safety and Coordination Plan or in an Operational Safety Plan in an approach of Problem Based Learning from the real case of work-related accidents, PbL is an alternative method of learning vs the traditional one, and stimulates the students to test their skills of management and organization of a working group cooperating as a team and to develop the skills of problem solving, under constant supervision of teachers,

Assessment and grading criteria
Final written exam, based on the "questionnaire", consists of a series questions, some of which may be in the form of multiple option selection:
 upon successful completion of the test by an evaluation of at least 24/30, the candidate if required of a discussion (approx 20 minutes);
 upon successful completion of written test with an evaluation of less than 24/30 no discussion is possible and the max. evaluation is 22/30.
The result will be integrated for the definition of the final score by the evaluation of a discussion of the documents and reports written in team on the "practical part" and on the exercises/laboratories
Note: The presentation of the team documents and reports (on paper and files), must be available to the evaluators at least one week before date of the exam.
