Subject fundamentals
The course, through theoretical lessons and practical works, is focused at giving to the students a scientific approach to transport planning, helping them to acquire an integrated vision among transport, land use and environment.
A first part of the course is focused on the legislative context and on the current practice of transport planning, presenting the Italian law structure and the procedures to carry out the transport plans at different geographical levels. Particular attention is given to the monitoring methods of transport systems as well the data collection and the techniques to describe the system demand-supply both through mathematical models and demand-supply interaction models.
A second part of the course is aimed at defining the transport policies and transport demand management supporting a sustainable mobility, considering the interaction between transport and land use as well the evaluation of transport social costs.
N.B.: It is possible for foreign students to attend this course. In the different part of this programme, when relevant, a specific organisation for such students will be highlighted and preceded by EN (English).
Expected learning outcomes
The knowledge acquired all along the course is both methodological and applied. The methodological knowledge is based on theories and methods allowing the development of the ability to carry out transport plans and to acquire a critical approach in analysing the current transport plans. Furthermore, the study of the theories for modelling the transport demand and supply allows to use the forecasting transport models, to understand the critical aspects during the implementation as well as to evaluate their reliability. The applied knowledge is acquired through the experimental work carried out during the course that provides the analysis of real cases to which apply the learned theories. For example, the students learn how to calculate the transport costs that allows to develop the ability to forecast the users’ modal choice.
The theoretical knowledge acquired during the course allows to develop: a) the ability to consider mobility within a complex framework in which territory and environment interact with transport systems; b) the ability to carry out a transport plan and c) to analyse mobility data using statistical techniques; d) the understanding and basic use of transport models to forecast transport demand; e) the ability to calculate the social cost of transport systems.
Prerequisites / Assumed knowledge
The student must know the basic concept of informatics as well of mathematics and algebra. It is also essential that the student know the basic concepts of macro economics and statistics. Related to transport field, the student must have acquired the knowledge on demand and supply, fundamental in transport economics, on transport technique (traffic flow, capacity, level of service, design and management of transport systems).
Contents
TRANSPORT PLANNING: THEORETICAL AND NORMATIVE BASIS (8 hours)
Definition of the transport systems. The objectives of the transport planning: the problems of the transport systems, the different geographical and territorial scales, the impact on safety, on environment and on the economics.
The transport planning at national, regional and local level: the carrying out of transport plans at the different geographical and territorial scales.

THE DATA COLLECTION FOR TRANSPORT DEMAND AND SUPPLY (9 hours)
The data collection and the monitoring of transport demand and supply. The measurements of the transport supply. The travel surveys: different typologies of travel surveys – quantitative and qualitative – and the surveys’ administration. The traffic measurement. Example of questionnaire design.
Statistical theory for sampling and sampling plans. Theorem of the central limit. Calculation of the sample size.

THE TRANSPORT MODELS (13 hours)
The transport supply. The areas considered in a transport plan: individuation and relations with the external areas. Zoning of the transport plan areas. The zones’ size and the centroids. The concept of origin and destination. The graph: nodes and links. The relationships between the cost and the flow on the link: the route.
The operational cost in the transport sector. The generalised cost. The external costs of transport.
The transport demand. Methods to quantify the transport demand.
The transport demand models. General structure of the transport demand models. The four steps models: generation models, distribution models, modal choice and assignment.
The behavioural models: discrete choice models (logit and probit).

TRANSPORT POLICY AND MOBILITY MANAGEMENT (6 hours)
The transport policies: different scenarios at national, European and worldwide level.
Policies of traffic management and sustainable mobility. Mobility management. Road pricing. Car sharing, car pooling. Bus Rapid Transit. The theory of induced travel. The Down-Thompson paradox.
The travel behaviour through the psychological behavioural theories.

THE PERFORMANCE AND THE EVALUATION OF THE TRANSPORT SYSTEMS (6 hours). System efficiency: the times and the costs and the social costs.
The performance and the evaluation of the transport systems: bus, tram, metro, regional railways, and evaluation of their characteristics to define the transport supply.
Study of innovative and personalized transport systems.
Delivery modes
The applied parts, usually lasting 4.5 hours, are focused to develop numerical applications related to the theoretical issues acquired during the lessons, notably on the following topics:
 CALCULATION OF THE COSTS (4.5 hours) of the different transport systems, public and private. Calculation of the generalised cost to be used in the discrete choice models.
 ZONING AND GRAPH CONSTRUCTION (4.5 hours)
 CALCULATION OF THE SAMPLE SIZE (4.5 hours) in the travel surveys through the theorem of the central limit and the stratified sampling plan.
 THE TRANSPORT DEMAND (4.5 hours). Calculation of the transport demand trough discrete choice models.
EN: Tutoring, essays and works to be done during the lessons will be done in English for foreign students. Lessons will be in Italian (slides in Italian and in English), but specific tutoring and explanations will be given in English. Furthermore, topics of the lessons will be coherent with texts, readings and lecture notes as signalled in the course programme.

The nature of the course and the available references do not allow to have only one textbook and the attendance to the course is fundamental for an effective learning process.
During the course (at each time) proper textbooks, in English and Italian, will be suggested to complete the training process. As an example, some topics are contained in the following textbooks:

Assessment and grading criteria
Evaluation of the interim works that students have prepared during the course and interaction with the professor while working and in debating the topics of the lessons will be the basis for evaluating the student’s learning during the course and at the final exam.
The exam implies an oral communication on the topics dealt with during the course and to carry out, all along the course, some applied works on the topics explained during the lessons. These works are based on the use of data and/or maps given by the professor and they will be evaluated assigning a score. The oral exam will be possible only if the students will get a score greater or equal to 18/30.
