Subject fundamentals
The "Safety on construction site" course is included in Building Engineering teaching program. Its aim is promoting the Graduates conscious intervention in decision-making, enforcement and management of buildings, considering the engineers’ professional profile to be strongly characterized by the culture of Safety.
In particular the role of this course is to skill the candidates to the safety management during the project implementation phases, both in new construction and in the existing house refurbishment. this preparation therefore relates to workers Health and Safety at construction sites (Prevention of accidents and of occupational diseases) as well as the safety of those who are outside the production process but who latter may suffer adverse consequences.
Expected learning outcomes
As far as knowledge and understanding ability on concerned, we require knowledge and comprehension of existing regulations on H&S for workers and employees in their workplace and about the phenomena involved in the building industry.
Concerning applying ability of such knowledge and understanding, it is mandatory to positively carry out the tasks in the training parts of the course in order to risk identification/quantification management and on drawing up Safety and Coordination Plan as well as Operational Safety Plans and Safety Replacement Plans.
Prerequisites / Assumed knowledge
Fundamentals about design and production of buildings and infrastructures; basics of building science.
Contents
• The basic legislation on H&S at work; contract law rules regarding aspects of H&S; legislation on insurance against accidents at work and occupational diseases;
• European standards and their value; the standards of good practice; product EU directives;
• The Consolidated Law on H&S in the workplace, with particular reference to Title I. The subjects of the Company Prevention System: Tasks, obligations, civil and criminal liability. Methodologies for the identification, analysis and assessment of risks;
• The specific legislation on H&S at temporary or mobile construction sites and work at height. Title IV of the Consolidated Law on H&S "D.Lgs 81/08 e s.m.i." in the workplace;
• The figures involved in the realization of the work: the tasks, obligations, civil and penal liability;
• The framework law on public works and the main implementing decrees;
• The penalty rules and inspection procedures;
• Risk of fall from heights. Scaffolding and temporary works;
• The organization on safety of the building site. The schedule of works;
• The documentation requirements by clients, businesses, safety coordinators;
• Occupational diseases and first aid;
• The electrical risk and protection against lightning;
• The risk in the excavations , demolitions , in underground works and tunnel;
• The risks associated with the use of machinery and work equipment with particular reference to lifting and transport;
• Chemical risks in construction site;
• Physical hazards: noise, vibration, microclimate, lighting;
• The risks associated with the remediation of asbestos;
• The biological risks;
• The risks from manual handling of loads;
• The risks of fire and explosion;
• The risks for assembly and disassembly of prefabricated elements;
• The personal protective equipment and safety signs;
• The minimum contents of the Safety and Coordination Plan, Operational Safety Plan and Safety Replacement Plan.
• The methodological criteria for:
a) development of the Safety and Coordination Plan and integration with the Operational Safety Plan and the building logbook;
b) development of Operational Safety Plan;
c) preparation of the building logbook;
d) development of Pi.M.U.S. (Plan of Installation, Use, Removal of scaffolding);
e) valuation of Safety costs.
• Theories and techniques of communication, oriented to problem-solving and cooperation; theories of group management and leadership;
• The relationship with the client, designers, construction manager, safety representatives of workers.
Delivery modes
Examples of Safety and Coordination Plan: presentation of projects, discussion related to risks evaluation linked to the analysis of the organization of the yard, works and their interferences.
Preparation of Safety and Coordination Plan, with particular reference to the risks related to the organization of the yard, works and their interferences.
Team practice exercise (teamwork):
• Examples of Operational Safety Plans and Safety Replacement Plans;
• Examples and writing of the building dossier based on the same cases of the Safety and Coordination Plan;
• Simulation on the role of Safety Coordinator during work execution.

Assessment and grading criteria
The examination will verify the individual achievement of adequate preparation for the management of safety at construction sites. The teamwork is evaluated by the presentation of the papers of a Safety and Coordination Plan, while the individual student is evaluated by a written exam (open-ended responses to a wide group of questions) and by an oral test.
The evaluation of the team work, delivered by using IT systems at the end of the course, placing the team in 5 bands (from excellent to poor) and this location is taken into account in forming the overall score that assesses the individual student thanks to the scores of two individual tests.
