Description Italian municipalities are generally in default of the obligation to implement the Plan for the Elimination of Architectural Barriers - PEBA (Law no. 41/1986 and Law 104/1992).
The logic of the PEBA, however, must be overcome towards the Accessibility Plan (PA), which can be defined as an operational program aimed at improving the degree of accessibility of existing places, services and collective goods through a plurality of actions and coherent interventions planned on the basis of shared priorities.
The thesis explores the conceptual and methodological evolution of the PA, beyond 'compliance', through the case study of the Municipality of Turin. The thesis involves an analysis of architectural and perceptive barriers in a test urban area and the development of projects and guidelines useful to the Municipality.
