Descrizione Background

The diffusion of Open Government Data (OGD) in recent years kept a very fast pace. However, evidence from practitioners shows that disclosing data without proper quality control may jeopardize datasets reuse and negatively affect civic participation. For this reason, a framework of indicators to measure the quality of OGD on several quality attributes has been developed by the Nexa Center for Internet and Society and the Softeng Group at the Department of Control and Computer Engineering of the Politecnico di Torino.

Task
----
The goal of the thesis is to implement the main building blocks for a permanent observatory on the quality of Italian Open Government Data. The starting point is the current work of OGD quality measurement performed at the Nexa Center for Internet and Society and the Softeng Group at DAUIN. The observatory will result on a web site/web application, which will show, through a series of data visualizations, the quality of Italian OGD on a subset of quality dimensions, for the metrics which are automatically measurable.

The expected outcomes of the thesis are:

- General introduction Data Quality applied to Open Government Data
- Implementation of the metrics (possible languages: Java, R, Python)
- Implementation of a crawler from dati.gov.it
- Implementation of the visualizations
- Deployment of the application on a server at Politecnico di Torino

The thesis will be conducted under the joint supervision of the Softeng Group and the Nexa Center for Internet & Society.

The duration of the thesis is 6 months, plus one additional test month.
